1. Site has a legal source of income.2. Safe Modes/Ways for Investment and withdrawal (Like PayPal, Bank Transfer Etc.).
3. You have read their Terms and conditions properly.
4. A healthy Customer Care and not repeated answers.
5. If address available keep check on Google or else inquiry sites or other way to their headquarter do actually exist.
6. Has SSL High security and a Professional Website Interface/scripts that actually do not share your private information publicly or illegally.
Ads (PTC/PTR) Sites (Some Scam Concepts)
Ads clicking sites are quite popular online and unlike HYIP, some them are legally paying now. Example out of them is NEOBUX.com and a few others. But legal sites pay hardly 0.01 $ or even less for each ad we click and even it is genuine according to there concept. but some similar sites those pay 1$ or more all are non-sense. you may think yourself how a company could pay 1$ for every visit which may or may not be a unique to them. No one pays just great amount to very click able visit. Even Google pays hardly 0.03 $ for very unique visitor to their publishers. So you may think that those sites are just have a intentions to gain traffic nothing else.Before Working in PTC/PTR sites:-

Referral Sites (Why So Scam? :\)
Referring and earning was the greatest way (Few Years Back) until too many referring scam sites came into Existence. Today we have too many scam referring sites those just have attentions to gain traffic online. I have seen some of the websites paying even $1-$5 for each person we refer and who do not invest into that site, just think once how it is possible and where do they are generating dollars (Unless, they do not has money plant, i hope). Referring sites either pay similar to PTC/PTR websites if referrals are free or if each referral do invest something then part of their investment as commissions (Or else similar concept).
Before Registering to Referral sites make sure:-
1. Read their terms and conditions properly.
